UN Development Assistance Framework (UNDAF)

Ethiopia is on its fourth framework, the UN Development Assistance Framework (UNDAF), jointly developed by the Government and the United Nations Country Team. 


UNDAF is fully aligned with the national development priorities articulated in the second Growth and Transformation Plan (GTP II) and the Sustainable Development Goals. The latest UNDAF was signed on July 2015 and is operational for the period 2016 till 2020 seeking to strengthen national capacities to formulate evidence-based policies and strategies.


Pillars of the current UNDAF

Pillar I

Inclusive Growth & Structural Transformation

A transformed robust and inclusive growth in agricultural production and produc-tivity.

Increased commercialisation of the agricultural sector

Private sector driven industrial and service sector growth.


Pillar II

Resilience & Green Economy

Increased resilience of Ethiopian people particularly in disaster prone areas; have diversified sources of income.

Better prepare, respond to and recover from emergencies and disasters

Implement and monitor priority climate change mitigation and adaptation actions and sustain-able resource management

Pillar III

Investing in human capital & expanded access to quality basic social services

Ethiopian population including vulnerable groups have improved access to utilization of quality equitable health services, HIV prevention and treatment services, WASH and education services.


Pillar IV

Good Governance, participation and capacity development

Key governance, justice and human rights institutions and other stakeholders capacity enhanced to ensure the rule of law.

Ensure equitable, efficient, accountable, participatory and gender-responsive development.


Pillar IV

Equality and Empowerment

Women and girls are protected from violence, Harmful Traditional Practices, exploitation, discrimination and are rehabilitated and reintegrated to enjoy and exercise their human rights.
